Computer based systems have been developed to assist the University's administrative processes in the following major areas of activity:

Produced periodically, the Standing Resolutions of Council codify the terms of reference,

LEGISLATIVE CHANGES
The substantive legislative changes during the year which will affect the University are:
The University Acts (Further Amendment) Act 1995, which grants the University the power to revoke awards and other internal matters.
The Statute Law Revision Act 1995, No 11/1995 repealed the Melbourne University (Amendment) Act 1981, No 9619 and the Melbourne University (Amendment) Act 1985, No 10238 which are Acts
which no longer have any purpose or effect.
Section 32A(2) of the Act which was subject to minor amendment by Trustee and Trustee Companies (Amendment) Act 1995, No 104/1995.
There have been no judicial decisions in the year which affect the University.
SUMMARY OF REGULATIONS The University administers Statutes and Regulations of the University and Resolutions of the Council, in accordance with the provisions of the Melbourne University Act 1958. The Statutes, Regulations and Resolutions are substantial and varied and too numerous to summarise. They are recorded in three volumes of University publications. A copy of the Statutes, Regulations and Resolutions may be inspected in the Baillieu Library of the University.
PECUNIARY INTERESTS
All members, officers and employees of the University required to complete a declaration of pecuniary interests during the financial year in respect of their offices or employment with the University have done so.

STANDARDS FOR PUBLICLY OWNED BUILDINGS
The implications of the Guidelines issued by the Minister for Finance in January 1996 are very extensive and assessment will require a full annual cycle to complete. A supplementary report will be issued subsequently.
(i) Mechanisms to ensure conformity with Building Act 1993
All University buildings works above $50,000 are certified by a qualified building suveyor who is required to certify in accordance with the Act.
There are no works which are exempt from the 10 year liability cap. In particular the

(iii) Inspection reporting scheduling and exec- ution of rectification and maintenance works Fire Protection Systems are inspected on a continuing basis in accordance with the relevant Codes. Other safety inspections similarly carried out include lifts. airconditioning systems, electrical switchboard& fume cupboards. emergency lighting systems. filters. cooling towers and the like.
There are active programs for upgrading access for the disabled. fume cupboards. ventilation and lighting of lecture theatres and other teaching spaces. emergency lighting. lifts, electrical wiring and asbestos removal.
(iv) Number of buildings conforming with Building Standards as defined in Guideline I Most University buildings do not comply with current standards. as they were constructed against standards applicable before 1993.
There were no major works on buildings which specifically brought them into conformity with current regulations in 1995. However, all building works above 550.000 were certified by a building suveyor as required under the current legislation.
The costs of bringing all buildings to current standards is well beyond the University's financial

8100.University's Project Management and Design Standards state that all works above 550,000 are to have a certificate of occupancy — now called an 'Occupancy Permit'.
(ii) :Major' Works (projects in excess of $50,000) The number of projects completed in 1995 was 40.
No projects were exempt from certification, as stated above.
In the past it has been the University's practice to obtain certificates of occupancy on all projects of S500.000 and above. The University will now be obtaining occupancy permits in accordance with the guidelines as indicated above.
Many University buildings, while conforming with the relevant Acts, Codes and Regulations at the time of construction, do not now comply with all aspects of the current standards as buildings vary in age from 140 years to recently completed. Nonetheless. all University buildings comply with legislative requirements. Legislation requires that where 50 percent or more of the floor area of a building is refurbished within a three year period. the whole building is to be brought up to current standards.

49 Expenditures
Total recurrent expenditure of the combined University totalled $519.218 million, full details of which appear in the Revenue and Expense Statement for the year ended 31 December 1995. Of these expenditures 57.2 percent is spent on salaries and other staff costs.
