The following table includes the main features related to the proposed construction and improvement of the Great Eastern Freeway through DP 8, including the nature and extent of the works to be undertaken. A parking stop at the eastern end of the realignment (between the new SLK 266.3 and 266.5) is included in the design.

Timing and Staging of the Project

Proposal Description Design, construction and use of a motorway with two lanes approx. 5 km east of Merredin within the Shire of Merredin. Vegetation to be cleared. Approx. 1,1825 ha of completely degraded vegetation and 3,1625 ha of residual vegetation (table 7).

Completely degraded – The structure of the vegetation is no longer intact, and the area is completely or almost completely devoid of native species. A search of the Department of Conservation and Land Management's (CALM) Threatened Ecological Community (TEC) database found no known occurrences of TECs within the study area.

This species was recorded from the Carrabin Nature Reserve in 1982. The Crested Bellbird is unlikely to be found within DP 8 due to the highly fragmented nature and small size of the remaining vegetation. Wood Curlew (Burhinus grallarius) – The Wood Curlew is a large, slender, mainly nocturnal, ground-dwelling bird.

There are no sites within PD 8 that are listed in the Merredin Municipal Inventory (78/30) (February 1999) or the Heritage Council's Western Australian Register of Heritage Sites database (http://register.heritage .wa.gov.au /). There are no places of natural, indigenous or historic heritage value listed on the Commonwealth Heritage List (www.deh.gov.au/heritage/commonwealth/wa.html) or the WA Heritage Council Register of Heritage Places inside or near PD 8.

The road reserve supports relatively dense scrub on the southern side and slightly more degraded scrub on the northern side of the existing road.

ENVIRONMENTAL ASPECTS AND IMPACTS

There is a low potential for impact on surface water quality due to the nature of the road making process and products used for construction. Visual amenity Visual amenity of the area adjacent to the project must not be unduly affected by the proposal.

The environmental management recommendations relate to the pre-construction and construction phases of the project. To ensure that wild animal populations do not increase as a result of works in these areas.

The vegetation to be cleared is represented in Class A Reserve 23580, located approximately 1.3 km west of the western boundary of PD 8. A preliminary archaeological investigation ("desk study") for the Aboriginal heritage significance of the area of ​​proposed roadworks for the Great Eastern Highway road widening, repaving and realignment project, between Kellerberrin and Carrabin in the Eastern Agricultural Region of Western Australia, has been commissioned of ATA Environment. This was undertaken in conjunction with the ethnographic component of the investigation, reported on separately, carried out by R & E O'Connor Pty Ltd. The aim was to carry out an investigation to facilitate the planning of the proposed road works.

The project is for the proposed roadworks for the Great Eastem Highway widening, resurfacing and realignment project between Kellerberrin and Carrabin in the Eastern Agricultural Region of Western Australia.

ABORIGINAL SITE CONTEXT 2.1 Introduction

Two other sites in the southwest have also yielded Pleistocene dates, Devil's Grave and Helena River (Dortch and Merrilees, 1973; Schwede, 1983). Prehistoric stone tool industries in the Southwest have been classified into early and later phases (Dortch, 1977). Surface artefact scatter sites previously recorded in the Wheatbelt are mostly low-density scatters with few artefacts present.

Rock outcrops may also contain archaeological evidence in the form of paintings, stone appendages, or scattered artifacts.

RESULTS

It is north of DIA id 5070 on the north side of the Goldfields Road near Mooranoppin Spring. Previous Aboriginal heritage surveys have resulted in full coverage of the area of ​​the proposed roadworks. As a result of the field investigation, no archaeological sites were found in the designated investigation corridor.

CONCLUSIONS 4.1 Discussion

In light of the current investigation, given the previous research and survey work, together with the narrow width and existing disturbed environment of the project area, it is considered that no further Aboriginal heritage work is warranted. It is emphasized that human interference on Aboriginal land is an offence, unless authorized by law, as described in section 17 of the W.A. Therefore, it is recommended that the Proposer take appropriate measures to inform all project personnel of this request.

Any person who has knowledge of the existence of anything in the nature of Aboriginal burial sites, symbols or objects of sacred, ritual or ceremonial significance, cave or rock paintings or carvings, stone structures or arranged stones, carved trees or any other place or matter to which this law applies or to which this law may reasonably be suspected to apply, report its existence to the clerk or to a police officer, unless he has reasonable grounds to believe that the matter or place in question consists. already known to the Registrar.". Exposure level 1 refers to an outdoor noise level that is considered a desirable target for residential construction and other noise-sensitive developments. Exposure level 2 refers to a level of exposure to outdoor noise that would be acceptable for residential and other noise-sensitive developments, subject to appropriate measures to ameliorate noise impact. Exposure level 3 refers to a level of exposure to outdoor noise that is not generally considered acceptable for conventional residential construction or other noise-sensitive developments.

Predictions were made for noise received on noise-sensitive premises located adjacent to the road changes will comply with the MRWA noise level targets and the WAPC's draft road and rail transport noise planning policy up to and including the year 2025, after which no noise amelioration is required.

Where residential or other noise-sensitive development is proposed on a site subject to Level 1 exposure, no action is required under this policy with respect to the management or improvement of. Exposure level 2 generally represents the maximum noise exposure for proposed new road and rail infrastructure and noise sensitive development on land adjacent to such infrastructure, but may not be feasible for many of the existing major road and rail corridors. For new or upgraded roads and railways where the predicted noise levels are within this range at a nearby noise-sensitive location, noise control measures are mandatory in conjunction with the new or upgraded infrastructure, aiming to achieve exposure level 2 or better.

In determining the practicability of compliance with the criteria, it should be recognized that a significantly higher level of noise attenuation will generally be required for locations affected by Exposure Level 3 compared to Exposure Level 2.
