P R E F A C E

T h i s h a n d b o o k is a g u i d e and reference for s t u d e n t s , l e c t u r i n g staff a n d course advisers for the d i f f i c u l t but e x c i t i n g task of c h o o s i n g courses of study in S c i e n c e . Previous t r a i n i n g and l o n g - t e r m a s p i r a t i o n s have their roles to play in course s e l e c t i o n ; nevertheless the m a j o r g u i d i n g f a c t o r s h o u l d be the personal interests of the s t u d e n t . It is the e s t a b l i s h e d p o l i c y of the f a c u l t y of Science to make every effort to encourage its s t u d e n t s to f o l l o w their i n d i v i d u a l course s e l e c t i o n s : s o m e t i m e s p r a c t i c a l c o n s i d e r a t i o n s such as the number of places available can impose l i m i t a - t i o n s .

The f a c u l t y of Science offers a l m o s t 5 0 0 units f r o m w h i c h s t u d e n t s may select a course f o r the pass degree of B.Sc. Those s t u d e n t s intent on a greater s c i e n t i f i c s p e c i a l i z a t i o n must c o n t i n u e w i t h f u r t h e r s t u d i e s . The B.Sc. honours degree offers a specialization in a p a r t i c u l a r branch of Science for w h i c h the student has s h o w n a preference d u r i n g the w o r k for the pass degree. C o n d i t i o n s of entry for the honours degree a n d its value as a means of entry to the studies for M.Sc. or P h . D . are d e s c r i b e d in the later c h a p t e r s of this book. W h e t h e r you w i s h to o b t a i n a s c i e n t i f i c o r i e n t a t i o n for your career, or to specialize in a c e r t a i n field of s c i e n t i f i c endeavour t h r o u g h f u l l - t i m e or p a r t - t i m e c o u r s e s , I hope this h a n d b o o k w i l l be of assistance to y o u .

C H A P T E R 1

GENERAL INFORMATION FOR ALL STUDENTS

C O N T I N U I N G E D U C A T I O N

C o n t i n u i n g Education courses in the U n i v e r s i t y of M e l b o u r n e fall into t w o categories. T h e first of these, k n o w n as Category A , enables students to obtain access to a variety of courses of the U n i v e r s i t y w h i c h have been m o d i f i e d f o r c o n t i n u i n g e d u c a t i o n p u r p o s e s . In this way c o n t i n u i n g e d u c a t i o n s t u d e n t s p a r t i c i p a t e in U n i v e r s i t y courses w i t h u n d e r g r a d u a t e or graduate s t u d e n t s . Category A courses c a n n o t , h o w e v e r , be c r e d i t e d t o w a r d s a c o u r s e of study for a degree or d i p l o m a of this U n i v e r s i t y . The a d m i n i s t r a t i o n of Category A c o n t i n u i n g e d u c a t i o n courses is the r e s p o n s i b i l i t y of the Registrar, a n d is c o - o r d i n a t e d t h r o u g h the Office f o r Prospective and New S t u d e n t s . The range of Category A courses available varies f r o m year to year and e n q u i r i e s about t h e m s h o u l d be a d d r e s s e d to the Office for Prospective and N e w S t u d e n t s .

I n t e n d i n g s t u d e n t s m u s t c o m p l e t e an a p p l i c a t i o n f o r m by 31 January, 1 9 8 4 . These f o r m s are o b t a i n a b l e in January f r o m the Office f o r Prospective and New S t u d e n t s , or f r o m f a c u l t y offices. Successful a p p l i c a n t s w i l l be n o t i f i e d and w i l l be r e q u i r e d to c o m p l e t e enrolment details i n c l u d i n g payment of fees, w i t h the U n i v e r s i t y ' s S t u d e n t s ' Records office.

The Office for Prospective and New S t u d e n t s can also p r o v i d e infor- m a t i o n about the m e t h o d s of e n r o l m e n t for degree s t u d i e s , i n c l u d i n g a d d i t i o n a l s u b j e c t s , c o m p l e m e n t a r y c o u r s e s , a d m i s s i o n w i t h s t a n d i n g , the details of w h i c h are dealt w i t h in f a c u l t y offices, and for w h i c h e n r o l - m e n t s are c o m p l e t e d through the S t u d e n t s ' Records office. Other con- t i n u i n g e d u c a t i o n courses are k n o w n as Category B courses, and are s p e c i f i c a l l y p l a n n e d to meet the needs of p a r t i c u l a r p r o f e s s i o n a l , v o c a t i o n a l , or c o m m u n i t y g r o u p s . These i n c l u d e short refresher courses, seminars and s u m m e r schools such as " A n I n t r o d u c t i o n to B i o - M e d i c a l I n s t r u m e n t a t i o n " , " S t a t i s t i c s for Research W o r k e r s " , " S u m m e r Schools of L a n g u a g e s " a n d " C o u r s e in A n a e s t h e t i c s " . M o s t of these c o n t i n u i n g e d u c a t i o n courses are proposed by the staff of the U n i v e r s i t y , but it is possible for i n d i v i d u a l s w i t h a p p r o p r i a t e expertise to m o u n t such courses in a s s o c i a t i o n w i t h relevant d e p a r t m e n t s of the U n i v e r s i t y .

The a d m i n i s t r a t i o n of Category B courses is the r e s p o n s i b i l i t y of the s p o n s o r i n g Faculty, a n d details of c o u r s e s , their cost, a n d other relevant matters may be obtained f r o m the i n d i v i d u a l d e p a r t m e n t s or f a c u l t i e s w h i c h are p r o p o s i n g such courses for the p u b l i c .

GENERAL INFORMATION FOR SCIENCE STUDENTS

C O U R S E S IN S C I E N C E

For general information on courses, prospective students are referred to the faculty publication Guide to Science Courses.

Subjects in the f a c u l t y of Science are c a l l e d u n i t s . Points are a w a r d e d for the successful c o m p l e t i o n of each unit and student m u s t select courses to obtain the r e q u i r e d number of points for each year of s t u d y . U n i t s vary c o n s i d e r a b l y in the number of lectures and a s s o c i a t e d w o r k a n d therefore also in p o i n t s score. E x a m i n a t i o n s are usually held at the end of the t e r m in w h i c h the unit is c o m p l e t e d .

B a c h e l o r o f S c i e n c e

Undergraduates entering the f a c u l t y of Science to q u a l i f y for the degree of B.Sc. undertake a three y e a r s ' f u l l - t i m e course. The degree is c o m - pleted by a c c u m u l a t i n g 1 0 0 p o i n t s as credit for subjects p a s s e d . The m a j o r i t y of students undertake a course w h i c h i n c l u d e s a p r o g r e s s i v e study to t h i r d year level of a m a j o r branch of Science, together w i t h other s u p p o r t i n g s u b j e c t s . T h i s prepares the graduate to u n d e r t a k e re- s e a r c h , to w o r k in i n d u s t r y or to teach in his particular s p e c i a l i z a t i o n . It is also the n o r m a l p r e p a r a t i o n for f u r t h e r study leading to higher degrees.

H o w e v e r , c o n s i d e r a b l e f l e x i b i l i t y is possible in course p l a n n i n g , a n d a very w i d e variety of courses can be p l a n n e d to meet a s t u d e n t ' s i n d i v i d u a l needs and interests.

B a c h e l o r of S c i e n c e ( H o n o u r s )

T h i s is a degree w h i c h i n c l u d e s a greater depth of study in the s t u d e n t ' s chosen s p e c i a l i z a t i o n . This may take the f o r m of f o r m a l a d v a n c e d s t u d y a n d / o r i n v e s t i g a t i o n w i t h i n the U n i v e r s i t y d u r i n g the f o u r t h year. T h i s course is the n o r m a l m e t h o d of c o m m e n c i n g higher degree s t u d y . (See Regulation 3 . 2 1 . 3 . )

B a c h e l o r o f S c i e n c e ( E d u c a t i o n ) This course has been dis-continued.

Graduates of BSc (Ed) courses may apply for a d m i s s i o n to p o s t g r a d u a t e courses of the f a c u l t y of S c i e n c e .

B a c h e l o r o f S c i e n c e ( O p t o m e t r y )

T h i s degree is o b t a i n e d on the c o m p l e t i o n of a p r e s c r i b e d f o u r year c o u r s e , details of w h i c h are g i v e n in Chapter 9. The course p r o v i d e s professional q u a l i f i c a t i o n for the p r a c t i c e of o p t o m e t r y and graduate.s are e n t i t l e d to be r e g i s t e r e d as o p t o m e t r i s t s under the various State' acts w h i c h g o v e r n the p r a c t i c e of o p t o m e t r y in A u s t r a l i a . S t u d e n t s may enter the course at either the first year or second year level. Those s e e k i n g entry at second year' c o m p l e t e the equivalent of the first year units as bachelor of science s t u d e n t s either at this or another U n i v e r s i t y . The

second and t h i r d years of the course i n v o l v e study of the life sciences and the visual s c i e n c e s ; the final year involves c l i n i c a l t r a i n i n g . Students may t e r m i n a t e the course at the s u c c e s s f u l c o m p l e t i o n of t h i r d year and be a d m i t t e d to the BSc degree or may p r o c e e d to c o m p l e t e the f o u r t h year to obtain professional q u a l i f i c a t i o n in o p t o m e t r y .

M a s t e r of S c i e n c e

This degree may be o b t a i n e d on the c o m p l e t i o n of not less than one year's a d v a n c e d s t u d i e s w i t h e x p e r i m e n t a l a n d observational w o r k , sub- sequent to the c o m p l e t i o n of the course for the BSc ( H o n o u r s ) degree.

The w o r k must be u n d e r t a k e n w i t h i n the U n i v e r s i t y , unless the c a n d i d a t e has o b t a i n e d special p e r m i s s i o n f r o m the f a c u l t y of Science to w o r k e l s e w h e r e .

Bachelors of Science of at least four y e a r s ' s t a n d i n g may q u a l i f y for the M a s t e r ' s Degree on s u b m i s s i o n of a s a t i s f a c t o r y thesis based on o r i g i n a l w o r k in a branch of Science a p p r o v e d by the f a c u l t y .

M a s t e r of S c i e n c e in Optometry

T h i s degree may be o b t a i n e d on the c o m p l e t i o n of not less than one year of a d v a n c e d study and research f o l l o w i n g the c o m p l e t i o n of the BSc O p t o m e t r y degree or an e q u i v a l e n t q u a l i f i c a t i o n . The degree may also be o b t a i n e d after t w o years of a d v a n c e d s t u d y , c l i n i c a l t r a i n i n g and t r a i n i n g in research. S t u d e n t s are r e q u i r e d to s u b m i t a thesis reporting the research they have u n d e r t a k e n . N o r m a l l y the degree is undertaken f u l l t i m e w i t h i n the d e p a r t m e n t of O p t o m e t r y , but part time study t o w a r d the degree is p o s s i b l e . In a d d i t i o n a g r a d u a t e of at least three years' s t a n d i n g may s u b m i t a thesis for e x a m i n a t i o n w h i c h reports o r i g i n a l research w o r k or an i n v e s t i g a t i o n related to o p t o m e t r y undertaken o u t s i d e the U n i v e r s i t y . The r e g u l a t i o n for the degree w i l l be f o u n d in Chapter 1 2 .

Doctor of P h i l o s o p h y

This is a university degree, as distinct from a faculty degree. See Regula- tion 3.60 in University Calendar.

Doctor of S c i e n c e

T h i s degree is g a i n e d by thesis o n l y . C a n d i d a t e s must be Bachelors of Science of at least five y e a r s ' s t a n d i n g or graduates of the same s t a n d i n g in another f a c u l t y w h o s a t i s f y the f a c u l t y of Science that they have received an adequate s c i e n t i f i c t r a i n i n g . They must have already made substantial p u b l i s h e d c o n t r i b u t i o n s to S c i e n c e , a n d may s u b m i t their p u b l i s h e d w o r k together w i t h any u n p u b l i s h e d w o r k they may deem a p p r o p r i a t e . The subject or s u b j e c t s dealt w i t h must be approved by the f a c u l t y . Three copies of each thesis must be s u b m i t t e d . See Chapter 13 for d e t a i l s .

C O M B I N E D C O U R S E S

A c o m b i n e d L a w / S c i e n c e course is a v a i l a b l e . This course consists of the f u l l Law course plus at least 6 6 Science p o i n t s to include a m i n i m u m of 16 points at the 1 0 0 level and a r e c o m m e n d e d m i n i m u m of 18 points at the 3 0 0 l e v e l . Students s h o u l d note that p r e r e q u i s i t e r e q u i r e m e n t s for 2 0 0 - l e v e l units may i n c l u d e more than the m i n i m u m 100-level p o i n t s . 8

General I n f o r m a t i o n for Science S t u d e n t s In such a situation students will be expected to complete all prerequisites before permission for proceeding to the next level is given. Also entry into the B S c ( H o n s ) course is based in part on students achieving a faculty score of at least 65 based on the best 36 300-level S c i e n c e points attempted. The course would normally take about five years to complete.

Students will need to be accepted by both the Faculties of Law and S c i e n c e before commencing this course. Students who wish to undertake a L a w / S c i e n c e course should approach the Student Adviser ( S c i e n c e ) and the Senior Administrative Officer of the Faculty of Law for guidance on the details of the course and the method of application.

Arrangements can be made for students to study for another degree or diploma concurrently with their S c i e n c e degree. Courses of most interest and greatest career value for S c i e n c e students are Arts and C o m m e r c e . Students who gain admission to S c i e n c e and who wish to undertake another course at the same time should approach the Student Adviser

( S c i e n c e ) for guidance on the method of applying for another course.

S U B J E C T S F R O M O T H E R F A C U L T I E S

S t u d e n t s e n r o l l e d for B.Sc. may take one subject available in other f a c u l t i e s . Details of these subjects may be o b t a i n e d f r o m the h a n d b o o k s of other f a c u l t i e s in the U n i v e r s i t y or f r o m the f a c u l t y offices. The Student A d v i s e r (Science) w i l l advise if r e q u e s t e d .

P A R T - T I M E S T U D Y

Part-time study may be u n d e r t a k e n but because few units are offered in the e v e n i n g , students w i s h i n g to study p a r t - t i m e may at some stage in their course be required to take lectures a n d practical classes d u r i n g the d a y - t i m e .

Evening lectures are g i v e n in a l i m i t e d number of u n i t s . For d e t a i l s , refer to the t i m e t a b l e .

The Part-Time and External S t u d e n t s ' A s s o c i a t i o n p r o v i d e s an oppor- t u n i t y to meet other p a r t - t i m e s t u d e n t s . They can be c o n t a c t e d by leaving your name and address in Box 2 8 , U n i o n Basement.

A T T E N D A N C E A T T H E U N I V E R S I T Y

A t t e n d a n c e at the U n i v e r s i t y is c o m p u l s o r y for all subjects of the Science courses except those subjects w h i c h may be undertaken externally as s h o w n b e l o w .

Any student absent during the year should notify the Assistant Registrar, ( S c i e n c e ) , of the dates of absence and the reason together with medical certificate if appropriate. Such information may be considered in con- junction with examination results.

The annual timetable for all S c i e n c e students is published in December of the previous year and is available from the Science faculty office.

E X T E R N A L S T U D I E S

An external s t u d e n t is r e g a r d e d as one w h o is r e s i d i n g in V i c t o r i a but outside the m e t r o p o l i t a n area.

The Science S t u d e n t s ' S o c i e t y is a student organization w h i c h plays an important part in the life of the f a c u l t y . The Society annually arranges the election of at least six s t u d e n t s to act as representatives on the Science f a c u l t y and its c o m m i t t e e s . In this w a y the Science S t u d e n t s ' S o c i e t y is able to present the student a t t i t u d e in a f o r m a l w a y lo the a c a d e m i c staff of the f a c u l t y . By its a c t i v i t i e s the club helps to p r o v i d e a broader outlook on s c i e n c e , w h i c h cannot be presented in lectures, a n d to in- crease c o n t a c t b e t w e e n s t u d e n t s of the various d e p a r t m e n t s .

The society also caters for the social w e l f a r e of science s t u d e n t s by arranging i n t e r - f a c u l t y s p o r t i n g c o n t e s t s , the annual Science Ball and numerous i n f o r m a l social f u n c t i o n s t h r o u g h o u t the year. It is very a c t i v e d u r i n g O r i e n t a t i o n Week a n d c o n d u c t s w e l c o m i n g l e c t u r e s , g u i d e d tours of science d e p a r t m e n t s , and a g u i d a n c e centre offering a d v i c e to new science s t u d e n t s .

FOR STUDENTS INTENDING TO ENTER THE FACULTY OF SCIENCE

PREFERRED SCHOOL SUBJECTS

There are no school subjects required as prerequisites for Science courses. Consequently any matriculated student of sufficient merit may be selected into the faculty of Science. However, first year university subjects are designed on the assumption that students have had a train- ing to Higher School Certificate level in Chemistry, Physics and Mathe- matics. It is therefore strongly recommended that in addition to English students should take Chemistry, Physics and Mathematics al the Higher School Certificate level.

N O T E : As f r o m 1 9 8 5 a p p l i c a n t s for a d m i s s i o n , to the course for the degree of Bachelor of Science or Bachelor of Science in O p t o m e t r y must have o b t a i n e d a grade of D or higher in a branch of M a t h e m a t i c s a n d either Chemistry or Physics at the Higher School Certificate e x a m i n a t i o n or its e q u i v a l e n t .

Q U O T A S A N D S E L E C T I O N

There are a p p r o x i m a t e l y 5 4 0 places available for first year students in the faculty of S c i e n c e , but because of shortages of a c c o m m o d a t i o n each subject in the course is subject to q u o t a . The basic subjects C h e m i s t r y , Physics and M a t h e m a t i c a l Sciences are usually available to all s t u d e n t s entering the f a c u l t y , but p r o b l e m s have arisen in a c c o m m o d a t i n g all s t u d e n t s w h o w i s h e d to enrol in B i o l o g y , C o m p u t e r Science and Psy- c h o l o g y in previous years.

There is no pre-determined standard or cut-off point for selection and the number of students rejected therefore depends on the total number of applicants. To date students who have averaged B level passes in four subjects at Higher School Certificate have been selected.

The principles governing selection are set out below. For applicants sitting Victorian H.S.C, selection is based on their performance at these examinations. The quota score used is the normal Victorian Universities Admissions Committee (V.U.A.C) score. Bonuses are allowed for extra subjects and a debit is applied for a second attempt. For details see the V.U.A.C. Guide to Prospective Students.

S t u d e n t s w h o have o b t a i n e d q u a l i f i c a t i o n s by other means, either w i t h i n V i c t o r i a or elsewhere, w i l l be r a n k e d as far as possible on a c o m p a r a b l e scale w i t h V i c t o r i a n H.S.C. a p p l i c a n t s . Such students w i l l be r e q u i r e d to p r o v i d e full d o c u m e n t a t i o n of their a c a d e m i c h i s t o r y . (a) that no a t t e m p t at any subject of the e x a m i n a t i o n had been m a d e at any t i m e prior to the three years;

(b) that no f o r m of tertiary e d u c a t i o n has ever been a t t e m p t e d .

r e c o m m e n d a t i o n of that f a c u l t y or board of s t u d i e s . If any m e m b e r of a selection c o m m i t t e e is unable to a c t , the C h a i r m a n of the A c a d e m i c Board may a p p i o v e the a p p o i n t m e n t of a s u b s t i t u t e , on the r e c o m m e n d a t i o n of the Dean of the f a c u l t y or the Chairman of the board of studies c o n c e r n e d .

1.1.2 A s e l e c t i o n c o m m i t t e e shall i d e n t i f y those a p p l i c a n t s to w h o m offers shall be made for places w i t h i n the quota or sub- q u o t a s for that c o u r s e .

1.1.3 A selection c o m m i t t e e shall make its d e c i s i o n s by the v o t e of a m a j o r i t y of the m e m b e r s present and v o t i n g and shall report those d e c i s i o n s to the A c a d e m i c Board as soon as p o s s i b l e . 1.2 Applications

1.2.2 No a p p l i c a t i o n for selection l o d g e d after such c l o s i n g date shall be c o n s i d e r e d unless the selection c o m m i t t e e c o n c e r n e d is satisfied t h a t s p e c i a l c i r c u m s t a n c e s exist w h i c h j u s t i f y a later a p p l i c a t i o n .

1.2.3 U n i v e r s i t y Regulation 1.1.2 p e r m i t s the A c a d e m i c Board to declare e l i g i b l e for a d m i s s i o n persons w h o lack q u a l i f i c a t i o n s o r d i n a r i l y r e q u i r e d for a d m i s s i o n . - Persons w i s h i n g to be con- sidered under this Regulation s h o u l d apply to the Registrar.

1.3 Special and General Principles.

1.3.1 Special p r i n c i p l e s o f ' s e l e c t i o n for any f a c u l t y or board of studies m a y be approved by C o u n c i l on the r e c o m m e n d a t i o n of the A c a d e m i c B o a r d .

1.3.2 Except insofar as is p r o v i d e d by general p r i n c i p l e s of se- lection those special p r i n c i p l e s shall not c o n f l i c t w i t h the general p r i n c i p l e s .

2 . S e l e c t i o n P r o c e d u r e s

2.1 Pursuant to the f o l l o w i n g p r i n c i p l e s and to any special p r i n c i p l e s approved by C o u n c i l , the selection c o m m i t t e e shall i d e n t i f y and rank those a p p l i c a n t s w h o are c o n s i d e r e d m o s t l i k e l y to pursue suc- c e s s f u l l y the course c o n c e r n e d ; and places shall be offered in a c c o r d a n c e w i t h such ranking until the places a v a i l a b l e in the quota or sub-quotas fixed by C o u n c i l have been f i l l e d .

2.1.1 S e l e c t i o n shall be based p r i m a r i l y on a c a d e m i c m e r i t as j u d g e d by reference to the results of the a p p l i c a n t in the V i c t o r i a n Higher S c h o o l Certificate E x a m i n a t i o n / '

2.1.2 (a) W h e r e a p p l i c a n t s have not a t t e m p t e d the V i c t o r i a n H i g h e r S c h o o l Certificate e x a m i n a t i o n , their q u a l i f i c a t i o n s shall as far as possible be a c c o r d e d such s t a n d i n g as w i l l enable their a c a d e m i c m e r i t to be c o m p a r e d w i t h that of other a p p l i c a n t s for selection in the relevant quota or sub- q u o t a for that course.

(b) In assessing the relative l i k e l i h o o d of success of a p p l i - cants w h o have not a t t e m p t e d any subject at the V i c t o r i a n H i g h e r S c h o o l Certificate e x a m i n a t i o n p r e s c r i b e d by special p r i n c i p l e s of s e l e c t i o n as a p r e r e q u i s i t e subject for a c o u r s e , a s e l e c t i o n c o m m i t t e e shall give due c r e d i t to an a p p l i c a n t w h o has s u c c e s s f u l l y c o m p l e t e d a subject w h i c h , in the o p i n i o n of the s e l e c t i o n c o m m i t t e e , is not s u b s t a n t i a l l y d i f f e r e n t in content or standard f r o m the p r e r e q u i s i t e sub- ject p r e s c r i b e d .

2.1.3 In e s t a b l i s h i n g the relative l i k e l i h o o d of success of any a p p l i c a n t , a s e l e c t i o n c o m m i t t e e may, at its d i s c r e t i o n , also take into a c c o u n t :

" 2 . 1 . 4 A s e l e c t i o n c o m m i t t e e may c o n d u c t i n t e r v i e w s to e l u c i d a t e the matters r e f e r r e d to in section 2.1.3 above or for such purposes as may be p r o v i d e d for in special p r i n c i p l e s of s e l e c t i o n .

2.1.5 A s e l e c t i o n c o m m i t t e e may also take into a c c o u n t any special p r i n c i p l e s of selection or other f a c t o r s a p p r o v e d by C o u n c i l on the r e c o m m e n d a t i o n of the f a c u l t y or b o a r d of studies c o n c e r n e d and the A c a d e m i c B o a r d .

2 . 1 . 6 No s e l e c t i o n c o m m i t t e e shall take into a c c o u n t to the p r e j u d i c e of an a p p l i c a n t the fact that the a p p l i c a n t has expressed a lower preference for the course c o n c e r n e d than other a p p l i c a n t s w i t h w h o m the a p p l i c a n t w o u l d o t h e r w i s e be d i r e c t l y c o m p a r a b l e . In assessing a c a d e m i c m e r i t as j u d g e d by reference to r e s u l t s in the V i c t o r i a n Higher School Certificate e x a m i n a t i o n , the f o r m u l a a d o p t e d by the V i c t o r i a n U n i v e r s i t i e s A d m i s s i o n s C o m m i t t e e shall be used w h e r e a p p l i c a b l e p r o v i d e d that:

" 2 . 2 . 1 Special p r i n c i p l e s of selection may p r o v i d e that a p p l i c a n t s must have o b t a i n e d a grade of D or higher in certain s u b j e c t s at the Higher S c h o o l Certificate e x a m i n a t i o n or its e q u i v a l e n t as a pre- requisite for s e l e c t i o n into a course and may further p r o v i d e that the results o b t a i n e d in one or more prerequisite subjects shall be s u b s t i t u t e d for the results obtained in one or more of the 'best f o u r ' subjects referred to in the f o r m u l a . W h e r e the results in prerequisite s u b j e c t s are so s u b s t i t u t e d they shall be s u b s t i t u t e d for the subject or subjects in w h i c h the a p p l i c a n t has o b t a i n e d the

l o w e s t results.

" 2 . 2 . 2 Special p r i n c i p l e s o*f- selection may p r o v i d e that results ob- tained in p a r t i c u l a r subjects shall not be i n c l u d e d either as one of the 'best f o u r ' subjects or as bonus s u b j e c t s , or b o t h , in c a l c u - lations made under the f o r m u l a .

" 2 . 2 . 3 W h e r e an a p p l i c a n t has a t t e n d e d for more years than are usual in the senior years of secondary school before s i t t i n g for the Higher S c h o o l Certificate e x a m i n a t i o n or its e q u i v a l e n t , special p r i n c i p l e s of selection may p r o v i d e that any a d v a n t a g e w h i c h the a p p l i c a n t may have thereby received be taken into c o n s i d e r a t i o n .

" 2 . 2 . 4 Unless special p r i n c i p l e s of s e l e c t i o n p r o v i d e o t h e r w i s e , for courses w h e r e the results of prerequisite s u b j e c t s m u s t be i n c l u d e d in the 'best f o u r ' subjects, w h e r e an a p p l i c a n t has, on

more than one o c c a s i o n , obtained a grade of D or higher in at least f o u r s u b j e c t s :

(a) if the a p p l i c a n t has obtained a grade of D or higher in any p r e r e q u i s i t e subject on only one of those o c c a s i o n s , the ap- p l i c a n t shall be given c r e d i t for that result in d e t e r m i n i n g the 'best f o u r ' s u b j e c t s .

(b) If the a p p l i c a n t has o b t a i n e d a grade of D or higher in any p r e r e q u i s i t e subject on m o r e than one of those o c c a s i o n s , the a p p l i c a n t shall be given c r e d i t for the best of those results in d e t e r m i n i n g the 'best f o u r ' s u b j e c t s .

" 2 . 2 . 5 S p e c i a l p r i n c i p l e s of s e l e c t i o n may p r o v i d e for special d e b i t s and bonuses to be a p p l i e d to an a p p l i c a n t ' s score deter m i n e d under the f o r m u l a .

2 . 2 . 6 In d e c i d i n g between a p p l i c a n t s at or near the b o r d e r l i n e , the relative a c a d e m i c m e r i t of the a p p l i c a n t s as d e t e r m i n e d by the f o r m u l a may be a d j u s t e d after c o n s i d e r i n g the results obtained in p a r t i c u l a r s u b j e c t s .

" 2 . 3 Unless special p r i n c i p l e s of s e l e c t i o n p r o v i d e o t h e r w i s e or in the absence of special reasons, a p p l i c a n t s w h o have not yet c o m p l e t e d a course at a u n i v e r s i t y or any other t e r t i a r y i n s t i t u t i o n shall be p r e f e r r e d to a p p l i c a n t s w h o have c o m p l e t e d such a course.

" 2 . 4 Unless s p e c i a l p r i n c i p l e s of s e l e c t i o n p r o v i d e o t h e r w i s e and not- w i t h s t a n d i n g the p r o v i s i o n s of paragraph 2 . 1 . 1 , a p p l i c a n t s w h o have c o m p l e t e d a course at a u n i v e r s i t y or any other tertiary i n s t i t u t i o n w i l l be c o n s i d e r e d in the l i g h t of their entire a c a d e m i c r e c o r d s a n d such other w r i t t e n i n f o r m a t i o n w h i c h they may s u b m i t . 2.5 The n u m b e r of overseas a p p l i c a n t s a d m i t t e d to any course shall

not n o r m a l l y exceed by more than 1 0 % the annual average number of such a p p l i c a n t s a d m i t t e d to that course over the p r e c e d i n g throe y e a r s . ' No overseas a p p l i c a n t s shall be selected in preference to an A u s t r a l i a n applicant of equal or superior m e r i t .

2 . 5 . 1 . " 2 . 5 . 2 S p e c i a l P r i n c i p l e s of S e l e c t i o n may p r o v i d e that in con- s i d e r i n g an overseas a p p l i c a n t for s e l e c t i o n , a c c o u n t may be

taken of the a v a i l a b i l i t y ' t o the a p p l i c a n t of a specified type of e d u c a t i o n in any other c o u n t r y and the existence of any agreed p r o g r a m m e s of assistance to any other c o u n t r y .

3 . R e s e r v a t i o n of P l a c e s in Q u o t a s ( D e f e r m e n t )

" 3 . 1 For a p p l i c a n t s w h o have been selected as a result of having c o m - pleted the f u l l Higher School Certificate e x a m i n a t i o n or its equiva- lent in one of the t w o years prior to the year of s e l e c t i o n , places in the s u c c e e d i n g year's quota shall be reserved for a p p l i c a n t s at their request p r o v i d e d that a f a c u l t y or board of s t u d i e s may fix the number of places to be reserved in any year, having r e g a r d , w h e r e a p p r o p r i a t e , to the number of applicants w h o have re- quested the reservation of places in previous years. A s u b m i s s i o n f r o m a s c h o o l p r i n c i p a l may also be c o n s i d e r e d . If, in the o p i n i o n of the selection c o m m i t t e e , the reason is insuffi- cient, it may refuse the request.

3.4 The selection of an a p p l i c a n t to a course in the year for w h i c h selection is p r i n c i p a l l y being made shall not be p r e j u d i c e d by an a p p l i c a t i o n for reservation of a place in the s u c c e e d i n g year's quota having been made prior to or at the t i m e of a c c e p t i n g the offer of a p l a c e .

" 3 . 5 W h e r e an a p p l i c a n t has been g r a n t e d a d e f e r r e d place pursuant . to paragraph 3 . 1 , the a p p l i c a n t shall n o t i f y the f a c u l t y or board of studies c o n c e r n e d by January 1 5 t h in the s u c c e e d i n g year, or by any earlier date as may be p r e s c r i b e d by special p r i n c i p l e s o f s e l e c t i o n :

(a) whether or not the place so reserved w i l l be taken up in that s u c c e e d i n g year;

1. P r e a m b l e

1.1 Selection Committee

1.1.1 T h e r e shall be a s e l e c t i o n c o m m i t t e e for second and later year entry to each course c o n s i s t i n g of the Dean of the f a c u l t y or C h a i r m a n of the board of studies c o n c e r n e d , or a person n o m i n a t e d by the Dean or C h a i r m a n , and such other m e m b e r s as may be a p p r o v e d by the A c a d e m i c Board on t h e r e c o m m e n d a t i o n of the f a c u l t y or board of s t u d i e s . If a n y m e m b e r of a s e l e c t i o n c o m m i t t e e is unable to act, the C h a i r m a n of the A c a d e m i c Board may approve the a p p o i n t m e n t of a s u b s t i t u t e , on the r e c o m m e n d a t i o n of the Dean or the C h a i r m a n .

1.1.2 A s e l e c t i o n c o m m i t t e e shall i d e n t i f y those a p p l i c a n t s to w h o m offers shall be m a d e for places a v a i l a b l e for that c o u r s e .

1.1.3 A s e l e c t i o n c o m m i t t e e shall make its d e c i s i o n s by the vote of a m a j o r i t y of the m e m b e r s present and v o t i n g and shall report those d e c i s i o n s to the A c a d e m i c Board as soon as p o s s i b l e .

1.2 Applications

For S t u d e n t s I n t e n d i n g to Enter the Faculty of Science 1.3 Special and General Principles

1.3.1 Special p r i n c i p l e s of s e l e c t i o n for any f a c u l t y or board of studies may be a p p r o v e d by C o u n c i l on the r e c o m m e n d a - t i o n of the A c a d e m i c B o a r d .

1.3.2 Except in so far as is p r o v i d e d by general p r i n c i p l e s of selection those special p r i n c i p l e s shall not conflict w i t h the general p r i n c i p l e s .

'1.4 Eligibility

Pursuant to Regulation 1.1 a n d Regulation 3 . 3 , a p p l i c a n t s for selection to second and later years of a course must have:

(a) satisfied the U n i v e r s i t y entrance requirements;'1

(b) satisfied any p r e - r e q u i s i t e r e q u i r e m e n t s for the course for w h i c h s e l e c t i o n is s o u g h t ;

(c) s u c c e s s f u l l y c o m p l e t e d , to a standard satisfactory to the appropriate f a c u l t y or board of studies, courses of study w h i c h , in the o p i n i o n of the f a c u l t y or board of s t u d i e s , are equivalent to those for w h i c h s t a n d i n g or c r e d i t is s o u g h t ; a n d

( d ) c o m p l i e d w i t h any r e q u i r e m e n t s for e l i g i b i l i t y in the special p r i n c i p l e s of s e l e c t i o n for second and later years of the course for w h i c h s e l e c t i o n is sought.

1.5 Level of Entry

1.5.1 The selection c o m m i t t e e shall consider applicants for se- l e c t i o n at the year or level of the course w h i c h is deter- m i n e d in a c c o r d a n c e w i t h the relevant course r e g u l a t i o n and any w o r k i n g rules-' of the f a c u l t y or board of s t u d i e s . 1.5.2 To the extent necessary to establish the year or level for

w h i c h an a p p l i c a n t is to be c o n s i d e r e d for s e l e c t i o n , c r e d i t to be g r a n t e d for w o r k done in other courses may be de- t e r m i n e d by a s e l e c t i o n c o m m i t t e e in a c c o r d a n c e w i t h Regulation 3.3 and any w o r k i n g rules, if the f a c u l t y or board of studies has not p r o v i d e d o t h e r w i s e for such a d e t e r m i n a t i o n .

1.5.3 Unless the a p p l i c a n t has specified o t h e r w i s e , any a p p l i c a n t f o u n d to be i n e l i g i b l e for selection at a p a r t i c u l a r level shall be c o n s i d e r e d f o r s e l e c t i o n at the highest level for w h i c h the a p p l i c a n t is e l i g i b l e .

2 . S e l e c t i o n

2.1 Pursuant to the f o l l o w i n g p r i n c i p l e s a n d to any special p r i n c i p l e s approved by C o u n c i l , the s e l e c t i o n c o m m i t t e e shall i d e n t i f y those e l i g i b l e a p p l i c a n t s w h o are c o n s i d e r e d most likely to pursue suc- c e s s f u l l y the course c o n c e r n e d . Such a p p l i c a n t s shall be ranked by the s e l e c t i o n c o m m i t t e e a n d places shall be offered in a c c o r d - ance w i t h such r a n k i n g until the places available"' have been f i l l e d . (a) the age of an a p p l i c a n t w h e n c o m p l e t i n g part of or all of a c o u r s e of study r e l i e d on as q u a l i f y i n g the ap- p l i c a n t for a d m i s s i o n a n d the period of t i m e w h i c h has passed since c o m p l e t i o n of those s t u d i e s ; (b) any i l l n e s s , w a r or m i l i t a r y service, or serious h a r d s h i p

as a result of w h i c h the studies or e x a m i n a t i o n per- f o r m a n c e of an a p p l i c a n t have, in the o p i n i o n of the c o m m i t t e e , been adversely a f f e c t e d ;

(c) physical h a n d i c a p s or d i s a b i l i t i e s ;

( d ) reports f r o m persons w i t h relevant professional q u a l i - f i c a t i o n s , w h e r e those reports may assist the selection c o m m i t t e e in e v a l u a t i n g the effect of factors referred to in paragraph (b) or ( c ) ;

(e) the a p p l i c a n t ' s reasons for w i s h i n g to pursue the c o u r s e ;

( f ) any w o r k e x p e r i e n c e w h i c h , in the o p i n i o n of the se- l e c t i o n c o m m i t t e e , may be relevant to the proposed course of s t u d y ;

( g ) any other m a t t e r s specified in the special p r i n c i p l e s of s e l e c t i o n of the course for w h i c h selection is sought.

" 2 . 1 . 4 A s e l e c t i o n c o m m i t t e e may c o n d u c t i n t e r v i e w s to e l u c i d a t e the matters r e f e r r e d to in section 2.1.3 above or for such purposes as may be p r o v i d e d for in special p r i n c i p l e s of s e l e c t i o n .

2 . 1 . 5 A s e l e c t i o n c o m m i t t e e shall take into a c c o u n t any relevant w r i t t e n i n f o r m a t i o n s u b m i t t e d by an a p p l i c a n t .

" 2 . 1 . 6 A s e l e c t i o n . c o m m i t t e e may c o n d u c t w r i t t e n or other tests for such purposes as may be p r o v i d e d for in special prin- c i p l e s of s e l e c t i o n .

2.1.7 A selection c o m m i t t e e may also take into a c c o u n t any o t h e r f a c t o r s a p p r o v e d by C o u n c i l .

2 . 1 . 8 N o selection c o m m i t t e e shall take into a c c o u n t the fact that an a p p l i c a n t has expressed a higher or lower prefer- ence for the course c o n c e r n e d than other a p p l i c a n t s w i t h w h o m the a p p l i c a n t w o u l d o t h e r w i s e be d i r e c t l y c o m p a r - a b l e .

2.2 A n a p p l i c a n t w h o has a p p l i e d t h r o u g h the V i c t o r i a n U n i v e r s i t i e s A d m i s s i o n s C o m m i t t e e a n d w h o is not selected into the course 2 0
