4. NORTHERN TERRITORY CIVIL AND ADMINISTRATIVE TRIBUNAL AMENDMENT BILL Mr Collins moved and Mr Wood seconded:

That the Committee authorise the publication of the response from the Department of Attorney-General and Justice.

The Committee agreed to write to the organisations that had made submissions asking them to comment on the Department's responses to the Committee's questions on the NTCAT

Amendment Bill 2018, with responses due back by 12 July 2018.

4. NORTHERN TERRITORY CIVIL AND ADMINISTRATIVE TRIBUNAL AMENDMENT BILL Mr Collins moved and Mr Costa seconded that:

The Committee authorises the publication of the written responses from the Law Society NT and the Darwin Community Legal Service.

Question put and passed.

The Committee considered the responses from the Department of Attorney-General and Justice, the Law Society NT and the Darwin Community Legal Service.

Mr Collins proposed to provide a re-draft of the proposed amendment 101A Default decisions for the Committee to consider.

The Committee agreed to include in the report recommendations that the proposed amendment on default decisions require applicants to submit an affidavit of service and an affidavit outlining evidence of the debt.

2. CORRESPONDENCE

The Committee noted the correspondence.

Regarding Item a) of the correspondence, the Chair noted that he had spoken to the Department of Attorney-General and Justice regarding their response to the Committee's queries on the NTCAT Amendment Bill 2018 and that, at this point, a letter is not required.

However, the Committee agreed that if future responses from the Department are not adequate the Chair will write a formal letter of concern.

3. NORTHERN TERRITORY CIVIL AND ADMINISTRATIVE TRIBUNAL AMENDMENT BILL Mr Collins moved and Mr Costa seconded that:

The Committee adopt the report for the Inquiry into the Northern Territory Civil and Administrative Tribunal Amendment Bill 2018.

Economic Policy Scrutiny Committee Annual Report 2017-18

The secretariat will distribute the draft Annual Report to Members on Friday 3 August 2018, with comments to be returned to the Secretary by COB Thursday 9 August 2018.

The Committee reviewed stakeholder lists for the call for submissions and agreed to provide the secretariat with names of any additional stakeholders by close of business Friday 24

August 2018. Stakeholder lists were approved for the following Bills:

• Agents and Land Legislation Amendment Bill 2018;

• Training and Skills Development Amendment Bill 2018;

• Water Act and Water Regulations Amendment Bill 2018;

• Tobacco Legislation Amendment Act Bill 2018; and The Committee agreed that:

The Chair write to responsible Ministers requesting a contact officer with regard to the above Bills.

The Committee agreed to adopt the revised Bill Inquiry plan subject to comment from Members who were not present at the meeting. Comments to be emailed to secretariat by COB 21 September 2018.

Water Legislation Amendment Bill 2018

The Committee agreed to hold a public briefing with the Department of Environment and

Natural Resources on 3 October 2018, subject to availability of members.

6. CONSIDERATION OF PETITIONS

Mr Higgins suggested that Ministers be asked to provide the Committee with their response (or draft response) to the petition before the Committee decides whether to recommend the petition be debated.

5. INTEGRITY AND ACCOUNTABILITY LEGISLATION AMENDMENT BILL 2019

Ms Warden moved and Mrs Finocchiaro seconded that:

1. The Committee authorises publication of the written responses to questions from

the Department of the Chief Minister.

2. The Committee write to the Department enquiring whether the Government has the power to extend the Electoral Commissioner's term of appointment for an

appropriately short period to deal with matters such as the appointment otherwise

concluding four months before an election, as may occur in the 2024 election.

6. BILLS REFERRED IN MAY SITTINGS

1. Call for submissions to its inquiries into Bills referred in the May sittings to be received by

Friday 14 June 2019.

The Committee agreed to:

• Call for submissions on the Electoral Legislation Further Amendment Bill 2019

• Invite staff from the Chief Minister's Department to attend a public briefing on the Electoral Legislation Further Amendment Bill 2019 on Wednesday 3 July 2019.

Secretariat to send out list of stakeholders to Committee members.

The Committee agreed to adopt the revised bill inquiry plan and the dates set out below for meetings, public hearings and briefings.
