INTRODUCTION
The Electoral Act 1992 (Qld) requires periodic reviews of Queensland’s electoral boundaries to ensure that, as far as practicable, there are the same number of electors in each electoral district. The 2008 review is the first conducted since 1999. The number of electoral districts remained at 89 and the Queensland Redistribution Commission finalised the boundaries in August 2008. The Commission retained the names of 81 electoral districts, with eight names disappearing and eight new names appearing on the electoral map.
The final boundaries have seen a net shift of three seats from the rural north and west of Queensland and into the state’s south-east corner. The northern electorates of Charters Towers and Tablelands have been largely amalgamated as the new electorate of Dalrymple.
The central Queensland mining seat of Fitzroy has been abolished and divided between surrounding electorates. West of Toowoomba, the electorates of Cunningham and Darling Downs have been abolished, largely replaced by the new seat of Condamine.
In the south-east, the three new seats are Buderim on the Sunshine Coast, Morayfield between Brisbane and the Sunshine Coast, and Coomera on the northern fringe of the Gold Coast. Three other south-east electorates have been given new names, Kurwongbah re- named Pine Rivers, Robina adopting the new name of Mermaid Beach, while the majority of the abolished electorate of Mount Gravatt is now within the new seat of Sunnybank.
This publication analyses the consequences of the new electoral boundaries, in terms of the 2006 election voting figures.
DETAILS OF CALCULATIONS AND METHODOLOGY
To calculate the impact of the new electoral boundaries, the results of the previous election have been re-assigned to match the new electoral boundaries. This requires a series of assumptions and calculations to be made concerning whether votes are cast for candidates or parties, how to calculate 2-candidate preferred votes by booth, how to transfer booths between electorates and how to split the declaration vote.
Candidate versus Party vote
An assumption has been made that votes are cast for party rather than candidate. This is a reasonable assumption, but ignores the effect of popular sitting members. For instance, a well known sitting member of a political party may have a significant personal vote which means their vote is higher than the party vote in neighbouring electorates. Personal votes are not reflected in calculations based on party vote, which suggest that all estimated majorities should be treated with caution.
This is particularly the case with sitting Independent members. It has been impossible to estimate a margin for Maryborough, Nanango and Nicklin because it requires an assumption about the level of support for the Independent in areas added to the electorate that have not previously had the opportunity to vote for the Independent. This also applies to trying to produce an estimate of One Nation support in the new electorate of Dalrymple.
An estimated Independent margin for Gladstone is shown as the boundaries of the electorate were not altered by the redistribution.
Database of Election Results
The results of the 2006 Queensland election have been stored in a database, including primary votes by party and candidate for each booth, and the actual distribution of

preferences for each electorate. An estimated 2-candidate preferred result has then been calculated for each polling place by applying the distribution of preferences for the electorate to the primary votes recorded in each booth. An estimated 2-party preferred total for each booth has also been calculated, where required, using assumptions set out below.
Estimated 2-Party Preferred Votes
Seven electorates at the 2006 election finished as 2-candidate preferred contests. To calculate an estimated 2-party preferred vote, an estimate has been made of the distribution of Independent or One Nation votes at the final count of the distribution of preferences where the major party candidate was excluded. The estimates were:
Gladstone – IND preferences 10% to ALP, 30% to NAT, 60% exhausted Gympie – IND preferences 20% to ALP, 10% to NAT, 70% exhausted Maryborough – IND preferences 10% to ALP 30% to NAT, 60% exhausted Nanango – IND preferences 10% to ALP 30% to NAT, 60% exhausted Nicklin – IND preferences 10% to ALP 30% to NAT, 60% exhausted Noosa – IND preferences 30% to ALP, 10% to NAT, 60% exhausted Tablelands – ONP preferences 10% to ALP 30% to NAT, 60% exhausted
Transferring Booths to New Electorates
The Queensland Redistribution Commission made available lists of enrolment transfers between old and new electorates. Booths have been transferred from old to new electorates based on these enrolment transfers and by comparing the position of booths at the 2006 election with the old and new boundaries. Where enrolment transfers and maps indicate a booth should be split, an estimate has been made to divide a booth between electorates.
A different approach has been taken with booths that lie outside of an electorate. All votes cast at Brisbane City Hall have been included with the declaration vote for the electorate, except for the Brisbane Central electorate where it has been kept as a separate booth. In regional cities such as Cairns, where some booths in central Cairns are used as joint booths for several electorates, some polling places have been retained in an electorate even though they lie outside the new boundaries of the electorate.
Dealing with Declaration Votes
All Declaration votes (Absent, Postal, Pre-poll etc) have been accumulated into a single total.
In all electorates except Brisbane Central, this total also includes the Brisbane City Hall booth.
The total Declaration vote has been transferred from old to new electorates in proportion to the transfer of enrolment between electorates.
redistribution date. This should be remembered in examining all tables where the number of votes transferred is compared to the number of electors transferred. The variation from 2006 turnout will be even greater in areas with high population growth.
By-Elections and Changes in Party Membership
This publication has been prepared using results of the 2006 state election. Since the 2006 election, the Labor MP for Indooroopilly, Ronan Lee, has resigned from the Labor Party and joined the Queensland Greens. As this publication has been prepared using 2006 results, Lee’s change of party has not been reflected in the calculations. Similarly, the publication does not take account of results of the Brisbane Central by-election.
Liberal and National Party Amalgamation
Since the 2006 election, the Liberal and National Parties have amalgamated as the Liberal National Party. This amalgamation has been reflected in all tables in this publication.
The table below summarises the result of the 2006 election, along with the estimated state of the parties for the new boundaries after re-allocating polling place results to correspond to the new boundaries.

The analysis does not take account of by-elections or members who have resigned from their party since being elected at the 2006 election.
The new boundaries make no change to the 8.3% swing needed for the Liberal National Party to win enough seats from Labor to form government in its own right. There is a slight increase from 7.2% to 7.6% in the swing needed to divest the Labor government of its majority.
Depending on the number of Independents elected, a uniform swing of between 7.6% and 8.3% would produce a Legislative Assembly with no single party majority,

There are only minor changes predicted to the seats held by the four sitting Independents.
The One Nation held electorate of Tablelands has been abolished and over half of the seat’s voters have been transferred to the new electorate of Dalrymple. The votes cast in 2006 indicate that Dalrymple is a contest between Liberal National and One Nation candidates.
However, as One Nation did not contest Charters Towers at the 2006 election, it is not possible to produce an estimated margin for a Liberal National versus One Nation contest.
The table below lists the seats where, based on the 2006 results, the margin for the incumbent party has been strengthened or weakened by more than one percentage point.

DETAILED LISTINGS FOR NEW ELECTORATES
Format for Listings
For each new electorate, a summary of total party votes is provided. (See example on following pages.)
Each summary table includes an entry for each party showing a vote total and percentage for first preferences, 2-candidate preferred vote and 2-party preferred vote. In most electorates the 2-candidate and 2-party preferred totals are the same. Where an electorate includes areas from an old electorate that finished as a 2-candidate contest in 2006, different totals will appear in the two columns. (See for example Gladstone or Dalrymple).
The final line of each summary shows the calculated total votes transferred to the new electorate as a percentage of the total enrolment at the date of the redistribution.
After the summary table, a series of totals are provided that correspond to transfers of enrolment between old and new electorates. Each listing includes a separate total for each transfer. Transfers in from an old to a new electorate are listed first, followed by transfers out of the existing electorate and into a new electorate.
An example of an enrolment transfer is shown below.
